OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Department of Health Systems and Services (HSS) is responsible for promoting, coordinating, and implementing the Organization's technical cooperation in health systems and services development to achieve Universal Access to Health and Universal Health Coverage (Universal Health), based on the Primary Health Care approach. HSS promotes evidence-based policies, strategies, and plans to transform national health systems to improve equity and resilience, as health systems move towards the achievement of Universal Health, strengthening governance and stewardship, increasing, and improving health financing and social protection, and supporting the development of integrated networks of health services based on a highly resolutive first level of care. HSS strengthens national capacity in the organization of people-centered health services, integrating the life course approach, ensuring quality of care and patient safety, and the effective deployment and management of human resources.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Health Systems and Services (HSS), and the direct supervision of the Unit Chief, Primary Health Care and Integrated Services Delivery (HSS/PH), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

1. Provide technical, strategic advice and programmatic direction for the implementation of the program of work in integrated health services delivery, as a strategic approach to strengthening Primary Health Care and the achievement of Universal Access to Health and Universal Health Coverage;
2. Develop innovative technical cooperation activities to support Member States in the re-orientation of health services with emphasis on the continuity of services across the life course extending from health promotion and prevention to rehabilitative and palliative care from a network health service perspective, with due attention to the differentiated and unmet needs of all people in places where they live, the specific needs of populations in conditions of vulnerability, human rights, gender and cultural sensitivity approaches required to overcome health inequities;
3. Provide technical support to Member States to strengthen the coordination/integration of priority health programs (i.e. HIV, TB, NCDs, Mental Health, etc.) and cross-cutting themes (Gender, Human Rights and Ethnicity) in service delivery, with emphasis on strengthening the resolutive capacity of the first level of care: develop inter-programmatic and teamwork approaches and mechanisms with priority programs for the provision of this technical support;
4. Identify methods and mechanisms to strengthen the engagement and collaboration between users and providers, health services and communities, informal care networks and family care givers, promoting a cultural change in the provision of services based on the principles of primary health care and people-centered service delivery;
5. Provide technical advice and collaborate with Member States to increase the response capacity of the healthcare system, with emphasis on the first level of care, through the development of programs that support the empowerment of people and communities, the strengthening of formal participation mechanisms and the development of health-related promotion, prevention and education programs;
6. Strengthen local capacity for the governance and stewardship of integrated health services networks;
7. Contribute to the development of policies and interventions to strengthen and consolidate integrated health service delivery, including but not limited to the development of health workforce policies and the organization of interprofessional teams, access to medicines and other health technologies, and the development and deployment of information systems and telemedicine, required for integrated health service delivery;
8. Develop knowledge management and operations research initiatives related to health systems and services with emphasis on models of care that focus on people and communities, with due focus on the differentiated needs of people (gender, ethnicity, age, etc.);
9. Collaborate in global and regional alliances and networks in support of the strengthening of the first level of care, including the exchange of best practices and experiences among countries; promote the development of regional networks building the necessary expertise and knowledge in the field of work, and promote and manage collaborating centers in this area;
10. Support countries in building partnerships for strengthening health care services, engaging policy makers from other sectors, NGOs, community based and other civil society organizations, and other relevant regional stakeholders;
11. Mobilize resources, financial, technical and human, in the strengthening of healthcare service delivery in Member States, through the development of projects and initiatives that promote improved access to health care services; liaise and coordinate with international financing institutes and agencies in the development and implementation of joint projects;
12. Participate in the preparation of the Project's Biennial Work Plan (BWP), budget and technical evaluation reports;
13. When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;
14. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education:

Essential: A university degree in one of the health sciences and a master's degree in public health, health systems/services administration, public health or other field related to the functions of the post, from an accredited institution.

Desirable: A PhD in public health, public administration, or health service delivery is desirable.

Experience:

Essential: Nine years of combined national and international experience in areas related to health services organization management, and delivery of integrated health care services. Experience should include work at the primary care level (first level of care), integration of priority programs in primary care settings, community participation and health-related promotion, prevention and education programs at local level.
