CARE International is one of the world’s largest international non-governmental relief and development agencies. Drawing on more than 70 years of practical experience, CARE operates in more than 90 countries worldwide, responding to disasters and fighting poverty.

The CARE International Secretariat is based in Geneva, Switzerland and maintains representative offices in Brussels and New York. The Secretariat provides coordination and support to a number of governance, membership strategic planning, communications, fundraising, humanitarian, program and advocacy-related functions. In addition, the Secretariat represents the CARE confederation at the United Nations and the European Union and provides leadership to the Confederation in the areas of emergency response. CARE International is currently seeking to recruit its incoming Deputy Secretary General (DSG).

The Deputy Secretary General plays a key role in all aspects of the Secretariat’s activities. Working closely with the Secretary General, the DSG manages the governance functions of the Confederation, leads on organizational evolution and development, network management, and organizational accountability, as well as the Secretariat’s day to day and internal operations. The DSG oversees the CI EU representation office in Brussels. The DSG chairs one of the organization’s strategic leadership teams and provides leadership and coordination on a range of strategic initiatives across CARE and represents the confederation at conferences, workshops and at other meetings with key internal and external stakeholders. The position requires adaptability, strategic and operational leadership, and may evolve to respond to a continuously changing work environment.

DSG overarching responsibilities but not limited to:
CARE International’s governance
The DSG coordinates, facilitates and provides leadership on all aspects of the CI confederation’s governance and senior management bodies. This includes agenda setting and overseeing all aspects of key meeting preparation, content, direction and follow-up This includes managing member relationships and issues, and development and assuring adherence to the confederation’s code, statutes, bylaws and policies.

Organizational development
The DSG is responsible for ongoing leadership and facilitation of organizational development of the confederation. This includes advancing CARE’s strategic priorities and ongoing change processe sand operationalizing CARE International’s accountability framework, strengthening and diversifying CARE’s membership, establishing and ensuring monitoring of agreed standards, review of country presence, and assuring clarity and guidance on CI member rights and responsibilities.

Strategic planning/change management
The DSG plays a leading role in CI’s strategic planning process and initiatives linked to the CARE’s plan and priorities, in monitoring the overall implementation.

External representation
The DSG represents CI at forums and events in a way that strengthens CI’s international profile and supports CI’s identity and global priorities.

Internal management
The DSG leads on the Secretariat internal complex operations, overlooking the Secretariat’s financial, IT, human resources and general administration, ensuring that legal and statutory requirements are met.

Executive Management Team (EMT)
The DSG serves as the deputy to the Secretary General and as a member of the Executive Management Team in managing and guiding the strategic operations of the CI Secretariat.

The successful candidate should be able to demonstrate the following skills, attributes and experience:
Demonstrated effectiveness working within the CARE confederation is a prerequisite and exposure to other large, networked and confederated organizations is desirable
Exceptionally strong strategic planning and analytical skills
Superior management skills
Strong and proven organizational development skills and experience
Ability to implement multiple tasks simultaneously to meet deadlines
Excellent written, oral communication and facilitation skills
An effective manager and leader of people, but also adept at directly progressing tasks to achieve results
At least 10 years’ experience working in the field of development with executive management and leadership experience
Deep commitment to gender equity and diversity, CARE’s mission and vision; motivated to work in a fast paced environment and multi-dimensional leadership role
A strong reputation for leadership and excellence

Key relationships :
The DSG reports to the Secretary General and works closely with the CARE International Chairperson, the Supervisory Board, the Council, the National Directors of the CARE member organisations, the members of the Committees, Sub-Committees and Working Groups of CARE International, and senior CARE staff in other CARE members or Country Offices around the world.

The position currently supervises the CI EU Representative & Head of Office, Head of Finance & IT, Head of HR & Administration, Head of Organizational Development & Accountability and the Global Membership Director.

External key relationships include senior leaders within the INGO community, UN officials, EU officials, journalists, and business leaders.
