Inclusivity and Diversity at MSF
Do your qualifications and experience not exactly match all requirements of the job?
At MSF OCG, we are committed to an inclusive culture that supports and amplifies the diverse voices of our staff members. We strive to create workplaces where teams of people with diverse backgrounds, characteristics, perspectives, ideas and experiences work together to advance MSF's social mission and create better outcomes for our patients and the communities we work with.
We understand that some people may hesitate to apply for employment if they don't meet all listed job requirements. Research shows that this is especially true for women. If you believe your profile is a good match for this position, we invite you to apply even if you don’t fulfil every listed qualification.
We encourage applications from individuals of all genders, ages, sexual orientations, ethnicities, background, religions, beliefs, ability status, and all other diversity characteristics.
MSF does not tolerate sexual exploitation and abuse, any kind of discrimination or harassment, including sexual harassment. All selected candidates will undergo reference checks.
Context and Mission:
Médecins Sans Frontières is an independent, international medical and humanitarian organization that provides care to people in need, people affected by natural or man-made disasters, and victims of armed conflict, without discrimination and without regard to race, religion, creed or political affiliation (MSF Charter).
The MSF movement is built around 5 operational centers supported by 24 sections and offices worldwide. MSF Operational Center Geneva (MSF OCG) is one of these centers.
OCG has established a matrix organisation to support its field operations. Operational cells act as the direct interface with the field, providing supervision and operational support, while specialised departments contribute technical expertise. Each cell is a multidisciplinary team coordinated by a Programme Manager (PM/RP – Responsable de Programmes) and composed of a Deputy Programme Manager (DPM/ARP), a medical profile (RMP), and representatives from logistics, finance, human resources, communications and supply. This position is part of Cell 1, which supports field operations in Sudan, South Sudan and Ethiopia.
Within this structure, the RMP reports hierarchically to the Programme Manager and works in close collaboration with the Medical Department, under the technical supervision of the Deputy Medical Director (DMD). The RMP acts as a key link between Operations and the Medical Department, ensuring coherent and relevant medical support to field operations, while providing strategic and technical guidance to Medical Coordinators.
Responsabilities:
Define and contribute to implementing context-specific medico-operational strategies and priorities, ensuring their relevance, feasibility and alignment with medical needs, institutional objectives and operational realities, including in emergencies and protracted crises.
Provide strategic and technical guidance, coaching and support to Medical Coordinators, particularly in needs assessments, medical data analysis, project planning, implementation and monitoring, while advising the Programme Manager and Deputy Programme Manager on medical matters.
Ensure the medical relevance, quality and appropriateness of projects, promoting the implementation of medical fundamentals, protocols, minimum standards, best practices and context-adapted technical tools.
Contribute to project design, planning and approval processes, including the consolidation of project documentation, Plans of Action, objectives, indicators, logical frameworks, implementation timelines and resource requirements.
Plan medical resources in collaboration with Human Resources, Finance, Logistics and Supply, ensuring their alignment with medico-operational objectives, particularly during annual planning and mid-year reviews. Validate medical job profiles, required competencies and matching decisions in accordance with established procedures.
Supervise Medical Coordinators in ensuring adequate monitoring of field pharmacy and medical kit management, the implementation of national staff health policies and compliance with medical supply rules.
Monitor and evaluate medical activities and project performance through the analysis of medical indicators, epidemiological developments, situation reports, periodic reports, field team debriefings and regular field visits, proposing adjustments in collaboration with field teams and operational colleagues.
Identify, consolidate and prioritise medical support needs from field operations, considering project priorities, available resources, each project's capacity to absorb additional support and the technical expertise available within the Medical Department. Contribute to annual planning and support prioritisation exercises in collaboration with the Medical Department and Learning & Development (L&D).
Facilitate collaboration between the Operations and Medical Departments, mobilising specialised expertise, identifying technical capacities to be developed and ensuring that medical recommendations and solutions are adapted to operational realities.
Contribute to the development and improvement of medical policies, strategies and practices by sharing field experiences and lessons learned, identifying operational challenges, promoting innovative solutions and participating in thematic forums, collaborative platforms and medical seminars.
Support the development of operational research initiatives by identifying research needs, advising Medical Coordinators, integrating research activities into operational objectives, following up on projects and contributing to the dissemination of findings, including scientific publications.
Contribute to medical advocacy initiatives in collaboration with country programmes, including documenting the medical situation of populations in distress and liaising with the Access to Essential Medicines Campaign.
Maintain effective collaboration with internal stakeholders, including Medical Coordinators, the Medical Department and other technical departments, while engaging with relevant external stakeholders and representing MSF on technical medical matters in interactions with international agencies.
