The International Centre for Trade and Sustainable Development (ICTSD), an independent non-profit and non-governmental organisation contributing to a better understanding of development and environment concerns in the contact of international trade, seeks to recruit a professional to fill the following position:

Strategic Partnerships and Performance Manager
The objective of this position is to advance ICTSD’s strategic engagement with external partners and donors, through strategic engagement and development of partnerships, as well as through strategic planning, management and reporting of ICTSD programme and performance.
The successful candidate will be capable of managing and acting in a peer capacity to senior government and foundation counterparts in communicating strategy and value while effectively marshalling and coordinating internal assets to deliver new funding opportunities.
Additionally, the officer will strengthen relationships with current donors through ensuring effective, efficient and coherent programme development, monitoring and evaluation and reporting at the programme and corporate levels, including the writing and coordination of the Annual Impact Assessment Report. http://www.ictsd.org/sites/default/files/ictsd-2016-impact-assessment.pdf

The Strategic Partnerships and Performance manager plays a critical role in combining internal and external data; analysing, interpreting, organising and translating it for multiple purposes. The position requires someone who is first and foremost an excellent strategic thinker and writer and who has extensive knowledge of the donor community and the trade policy landscape.

Main Responsibilities:
1. Donor Relations – Present and Potential
Providing overall leadership and strategy on donor relations matters for ICTSD, maintain constant engagement with donors
Provides leadership on future global donor mobilization strategies and approaches.
Leads and Manages in developing approaches to expand the traditional donor base, including research on donor priorities and trends and development of funding opportunities in line with ICTSD strategy
Writing and editing of fundraising proposals based on strategic priorities of ICTSD, donor engagement and follow through on SMM engagement with potential and current donors
Develop a system for ensuring that donors receive a regular and appropriate flow of relevant news and analysis from ICTSD
Developing and maintaining a donor communication system, including oversight of project and corporate reporting, development of critical relationships and potential opportunities

2. Programme Planning & Development
Assisting management in drafting strategic plans, take responsibility for compiling the annual work programme including gathering inputs from management and programme teams and ensuring strategic review
Interpreting and translating programme team contributions into future plans and proposals
Annual review and update of ICTSD Programme Logframe, regular re-development of the ICTSD logframe or application of other planning tools

3. Monitoring, Evaluation & Reporting
Maintaining and further developing state of the art monitoring and evaluation systems in ICTSD
Ensuring feedback and learning operates effectively through the M&E process
Lead the timely production of the Annual Impact Assessment Report and donor reports
Provide reports regularly and as required, on ICTSD corporate and programmatic performance for a variety of stakeholders

4. Interpreting and Assessing Policy Impacts
A broad understanding and engagement strategy for ICTSD in assessing and interpreting policy impacts in the areas of trade and development, in global, and regional negotiations, debates and discussions
Liaison with institutions and individuals engaged in work that may be mutually supportive to ICTSD, including policy makers, academia, think tanks, private sector, civil society organisations and the donor community
Develop and maintain stakeholder mapping.

5. Support to ICTSD engagement with multilateral negotiating processes
Enagage on ICTSD’s behalf with negotiating processes at the multilateral level, especially in relation to agriculture discussions

Perform such other duties as may be assigned, as required

Professional Competencies
Professionalism: Excellent knowledge of and exposure to issues related to Trade Policy and negotiations, and Sustainable Development. At least three years’ experience in a multilateral negotiating setting, including agriculture negotiations. Extensive knowledge of resource mobilization and donor relations, including at least three years’ experience from a donor perspective.
Communication: Excellent spoken, written and presentational skills; very good ability to present complex information and issues in a concise, accurate and simple manner adapted to various audiences; able to think laterally and from multiple perspectives communicate ICTSD’s work in the context of donor priorities.
Writing and Editing: Excellent drafting skills in English; excellent ability to conceptualize, structure texts and write in a clear, concise and simple manner.
Planning and Organising: Excellent ability to plan and organize work; to plan work assignments, to juggle competing demands and work under pressure.
Judgement: Good judgment, tact, sensitivity correctness; initiative and creativity.
Teamwork: Very good interpersonal skills, ability to establish and maintain good working relations with people in a multicultural environment. Able to work in a rapidly changing environment and to collaborate effectively with multiple internal and external actors.

Requirements and Skills
Minimum of 5 years of experience as a donor representative in the area of donor relations and multilateral trade policy negotiations together with a thorough understanding of financial and fundraising issues
Knowledge, experience and familiarity with international economics law, international relations and sustainable development.
Excellent English language skills, preferably mother tongue. Knowledge of French or Spanish an advantage.
Demonstrated enthusiasm for ICTSD’s mission to influence the multilateral trading system such that it advances the goals of sustainable development.
Excellent communication and analytical skills, including the ability to express complex concepts in language accessible to a non-specialist audience.
Excellent project management skills, including the ability to work in parallel on multiple projects; to work independently and to take initiative; and to work in a flexible, efficient and solution-oriented manner.
Experience with project administration, including budget development, monitoring and evaluation systems.
Ability to design and manage implementation of monitoring and evaluation practices, including surveys, stakeholder dialogue and especially the ICTSD Logframe
Manipulation, analyse and interpretation of data
